We owe ourselves as the proletariat imperfection and flexibility. Generally, if you have to ask whether a drill or hammer drill is best, the non-hammer drill/driver is the safer choice. There are some non-hammer masonry drill bits, but thats not the best approach. Insistence on a garden being all right angles and straight lines is a conceit of the First Estate, built upon our backs. You can always buy a better suited tool later on (such as a corded hammer drill to save on cost), or rent a rotary hammer. It’s often better to just pull the post, move it a few inches and try again. If you have poor soil, you might find yourself using your strength to drive it ‘just a little further.’ Be warned, while this trick oftens works it also often forces your post into a rock which damages the driving point, bends the post and generally ruins any chances of reusing the post for much of anything (repairs weaken the strength of the post.) The weight of the hammer itself should be enough to drive the post far enough to cover the flat plates with only a few repetitions. When the post is properly positioned raise the slide hammer to the top of the post (while not removing it) and allow it to drop downward. Make sure there is room for the flat plate to penetrate the soil without obstruction.
